The Preagenda Meeting of the Upper
Frederick Township Board of Supervisors was called to order by the Chairman at 7:00 PM. Attending were:
Mr. Robert Young, Chairman; Michael Frederick, Vice-Chairman; Peter D. Webster, Supervisor; Jackie
Tallon, Township Manager; and Lois Reitnour, Administrative Assistant.
Approval of
Minutes
Mr. Frederick made a motion to
approve the Minutes from the April 1, 2010 Board of Supervisors Preagenda Meeting. Motion was seconded by Mr.
Young and approved by all.
OLD
BUSINESS
Perkiomen
Crossing Waste Water Treatment Plant
Mr. Frederick reported that the I
& I issue is being addressed, tank has been reset, one set of check valves have been removed, and digesters are
now acting up. The digesters are a warranty issue and are being handled.
Members of the board discussed
history of Perkiomen Plant, what has been learned, how this learning curve will assist in the Ivy Ridge Plant and
future Ordinance mandates for waste water treatment plants.
Future monthly reports to the Board
of Supervisors are to be more detailed to enable the Board to be more aware of operation and maintenance procedures
for the waste water treatment plants.
Perkiomen
Crossing Water Pipe Failure
Ms. Tallon received
additional information from Dave Allebach. Mr. Allebach will update the Board at their regular
scheduled meeting on May 13, 2010.
Scioto Village Sewage
Treatment Plant -
No new activity to report.
Wayland
Park - Survey
Ms. Tallon stated that Irick,
Eberhardt & Mientus completed the survey as far as they were able. There were some outstanding issues
with Potts Road. An overhead area map was available for viewing. Mr. Young pointed out
the areas in question. Irick, Eberhardt & Mientus have been given our files for their research and
review. They will also be conducting title searches and whatever means necessary to close outstanding
issues on the survey. Their findings will be reported back to Norm Ulrich, Township Engineer, within
the next few weeks.
Colonial
Road Project
Meeting with representative from
the Girl Scouts is scheduled for Friday, May 7, 2010 at 10:00 AM. Mr. Ulrich and Mr. Young will attend
meeting. Again overhead view area map was used to view area of proposed purchase from the Girl
Scouts.
Amusement Tax Ordinance
- No new activity
to report.
Remaining 2010
Appointment: ZHB Alternate - No new activity to report.
Agricultural Security Area
Application
Hearing is scheduled for
June. Mr. Frederick will be attending the Agricultural Security Committee Meeting scheduled for May 20, 2010
to review the plan. Plan is also scheduled to be reviewed at the Planning Commission Meeting on May 27,
2010.
Frederick
Mennonite Community Cottage Conversion
Ms. Tallon
reported that representatives from the Frederick Mennonite Community will, more than likely, be attending the Board
of Supervisors Meeting on May 13, 2010 seeking approval for the cottage conversion. Ms. Tallon also reported
that LTL has signed off on the plans. A financial security agreement needs to be put in
place. Financial information provided by LTL will be submitted to Dave Allebach in order that he may
draw up the agreement.
NEW
BUSINESS
Wayland
Park - Mowing
Board discussed
briefly the advantages/disadvantages of the Township mowing Wayland Park on a regular basis. It was
determined that currently UFT does not have the proper equipment needed to mow Wayland Park. Bids for
mowing were addressed. Bid submitted by Mr. Bill Risko at $350 per mow was awarded. Mr.
Weber motioned that Mr. Risko's bid of $350 per mowing be approved. Motion was seconded by Mr. Young
and approved by all.
Girls
with Gears - Bike Ride
Ms. Tallon gave background leading
up to the Girls with Gears Bike Ride through Upper Frederick Township on April 18, 2010. Ms. Messerle, Event
Coordinator, will be attending the May 13, 2010 Board of Supervisors Meeting to discuss the fine imposed in order to
obtain permit for their special event.
Zoning
Hearing - Almeida Property
Ms. Tallon wanted to inform the
Board that a Zoning Hearing is scheduled for May 25, 2010 and that Mr. Daniel P. Almeida, Jr. will be attending the
Board of Supervisors Meeting on May 13, 2010 in an effort to persuade the Board not to oppose his
application.
Damage to
Pole Barn - Gutter Replacement and Other Repairs
Ms. Tallon reported than an
estimate in the amount of $1,375.00 for replacement of damaged gutters on the municipal pole barn was received by
Bill Geiger of Niantic Builders. Estimate was submitted to our insurance company and a check, minus
deductible, was received in the amount of $970.00.

Builders also included additional work requested: installation of ice breakers along both sides of equipment
barn, estimate $680.00 and removal of existing wood posts at side entrance of meeting room, estimate $690.00.
Total estimate for three (3) jobs
$2,745.00 minus check from insurance company - equals an expenditure of approximately $1,800.00.
Mr. Young made a motion to accept
proposal submitted by Niantic Builders in the amount of $2,745.00. Motion was seconded by Mr.
Webster. Mr. Frederick abstained.
Upper
Frederick Municipal Building Expansion
Ms. Tallon briefly reviewed the
decision to expand the municipal building. Proposal submitted, at that time by Mr. Althouse, was way beyond
what was affordable for the township. Recently Mr. Althouse submitted a revised drawing for review and
discussion.
The Board reviewed the plans and
discussed what changes in the expansion they would like to see. The Board directed Ms. Tallon to visit other
township buildings for ideas and go back to Mr. Althouse with new recommendations.
ADJOURNMENT
Mr. Young motioned and Mr. Frederick
seconded the motion to adjourn the regular meeting and convene to executive session at 7:55 PM.

seconded the motion to adjourn the executive session and reconvene the regular meeting at 10:10 PM.
Personnel matters were discussed
during the executive session.
