The March meeting of the Upper
Frederick Township Planning Commission was called to order by the Chairman at 7:00 PM. Attending were Robert
Young, Chairman; Jay Discianni, Vice-Chairman, William O'Donnell, Planning Commission Member; Randy Wampole, Planning
Commission Member; Norm Ulrich, Township Engineer; Kenneth Picardi, Township Solicitor; Oliver Carley,
Township Planner; Jackie Tallon, Township Manager and Lois Reitnour, Administrative Assistant.
Also in Attendance: Nicholas
Meter, Attorney, Earl Markley, Lawrence Sager, Attorney, Mary Markley, Leslie Blair, Jared Blair (Scout) and Shane
McShea (Scout)
Mr. Young inquired as to any
additions to the current agenda. There was no response.
Approval of
Minutes:
Mr. Young made a motion to approve
the Minutes from the March 3, 2010 Planning Commission meeting. Mr. Discianni seconded the motion and it was
passed by all.
Markley Property - 2842
Big Road
The Markley property located on Big
Road was previously to be incorporated with the THP Development Proposal. The Markley's now do not wish to
have their property as part of the THP Plan but to go through a minor subdivision equitable to both Mr. and Mrs.
Markley. Mr. Markley's attorney and Mrs. Markley's attorney were present to discuss the current plan
briefly and to determine if there were any issues with proceeding with the minor subdivision. Planning
Commission had no issues but recommended that the plan be resubmitted to their engineering firm for updating and to
make sure all UFT compliances were met before resubmission.
Acknowledgement
Mr. Young acknowledged and welcomed
the boy scouts in the audience and gave a brief description of what the purpose and duties of a township planning
commission encompass. Mr. Young also included descriptions of a sketch plan submission, subdivision and land
development as each item was approached through the meeting.

TDR Project (Transfer
Development Rights)
Mr. Oliver Carley offered a proposed
schedule and work program for the UFT Transfer of Development Rights Ordinance. Discussion regarding
requirements for the members of the Steering Committee followed Mr. Carley's summary. Mr. Young stated
that he wanted to make sure that the members would be productive should UFT pursue further.
Mr. Carley then presented a TDR
Sending Area Analysis to the Planning Commission. Further discussion was done in order to fully understand
the actual function and benefit of the TDR within Upper Frederick Township. Mr. Carley will redo his
analysis based on this meetings discussion and present at the next Planning Commission Meeting.
CPVRPC
Regional Planning Commission Meeting
was held on March 22, 2010. Mr. Carley provided an oral and paper summary of the minutes. The
Planning Commission discussed with Mr. Carley some of their future goals which included economic development and
generating ratable taxes to present to the CPVRPC.
Announcement
Ms. Tallon announced that Upper
Frederick Fire Company will be having an Easter Flower Sale on Friday, April 2nd and Saturday, April
3rd.

Mr. Young made a motion to adjourn
the meeting at 7:55 PM. Mr. O'Donnell seconded and the meeting was adjourned.
