The December meeting of the Upper
Frederick Township Planning Commission was called to order by the Chairman at 7:00 PM. Attending were Robert
Young, Chairman; Jay Discianni, Vice-Chairman; William O'Donnell, Planning Commission Member; Randy Wampole, Planning
Commission Member; Julie Spahn, Planning Commission Member; Norm Ulrich, Township Engineer; Kenn
Picardi, Township Solicitor; Tracy Tackett, Township Planner; and Jackie Tallon, Township Manager.
Approval of
Minutes:
Mr. Wampole made a motion to approve
the Minutes from the October 29, 2009 Planning Commission meeting. Mr. O'Donnell seconded the motion and it
passed unanimously.

Discussion
A presentation was given by Tracy
Tackett, CH Planning, regarding transferable development rights. An overview was provided regarding what
transferable development rights are and how such a program me be implemented within the Township. Ms. Tackett will
move forward with the preparation of a draft TDR ordinance.
Park/Recreation
Study
Ms. Tackett presented an overview
regarding the opportunities of implementing a park and recreation dedication requirement and what the Municipalities
Planning Code permits. A discussion took place concerning the open space requirement and other issues that
may arise. Ms. Tackett will do some further research and report back to the Planning commission.
CPVRPC
Tracy Tackett stated that the
December Regional Planning Commission Meeting has been cancelled. The meetings for 2010 will
be held the fourth Monday of the month at 7:00 PM at the Lower Frederick Township Building.
Adjournment
Mr. Wampole made a motion to adjourn
the meeting at 8:55 PM. Mr. Discianni seconded and the meeting was adjourned.
