The Budget Review Meeting of the Upper Frederick Township Board of Supervisors was called to order at 7:30 AM. Attending were Michael Frederick, Chairman; Robert Young, Vice-Chairman; Peter Webster; Supervisor and Jackie Tallon, Township Manager.

A meeting took place to conduct a full review of the preliminary figures for the 2010 budget. The topics discussed and the proposed major project includes the following:

1. Colonial Road project: The estimated construction cost for this project is $234,243.00. The cost estimate does not include any easements/land acquisition. The amount budgeted in 2010 for construction is $260,000.00. The Board discussed ways to reassign funds; it was decided the purchase of a tractor and mower to maintain the Township parks will be pushed back and that a landscaping contractor will be hired to maintain the Bob Wayland Park in 2010. The Board decided to reassign funds as follows: 50% of line item 454.70, parks capital purchase will be put into line item 454.37, parks-maintenance. The remaining 50% of line item 454.70 will be placed in the open space land purchase line item 461.71.

2. The proposed 2010 budget includes a millage rate increase of 1.4. The Tax Collector's rate is 5% therefore her compensation would double. The additional amount is not included in the proposed budget.

3. The Emergency Services tax was discussed. The Board asked for a review of the split between the Fire Co. and two ambulance companies that service the Township for the purpose of Township emergency management funds.

After a lengthy discussion, Mr. Frederick motioned and Mr. Webster seconded the motion to:

• Direct the Treasurer to update the budgetary numbers as stated above and to include the increase for the tax collector.
• Purchase a line of credit in the amount of $50,000 with a payback of 12 months at a rate current plus .1.
• Approve the proposed 2010 budget and direct the Township Manager to advertise the adoption of the budget at the yearend meeting scheduled for December 29, 2009 or in the event of inclement weather the adoption date will be December 30, 2009.

Mr. Frederick motioned and Mr. Young seconded the motion to adjourn the meeting at 8:30 AM.
