The September meeting of the Upper
Frederick Township Planning Commission was called to order by the Chairman at 7:00 PM. Attending were Robert
Young, Chairman; Jay Discianni, Vice-Chairman; William O'Donnell, Planning Commission Member; Randy Wampole,
Planning Commission Member; Julie Spahn, Planning Commission Member; Norm Ulrich, Township Engineer; Kenn Picardi,
Township Solicitor; Andre Lennertz, Township Planner; Jackie Tallon, Township Manager; and Sherry Zawada,
Administrative Assistant.
Approval of
Minutes
Ms. Spahn made a motion to approve
the Minutes from the August 27, 2009 Planning Commission meeting. Mr. O'Donnell seconded the motion and it
passed unanimously.

Frederick Mennonite
Community
Cliff Stout from Stout, Tacconelli
& Associates was present representing the Frederick Mennonite Community. Mr. Stout stated that Frederick
Mennonite Community would like to alter a 4-unit living area into a duplex sample area for the promotion of future
phases. Mr. Stout asked that the Board of Supervisors consider recommending a waiver of land development for this
minor change in the configuration of the Frederick Mennonite Community property. Mr. Stout stated that this change
would include less building coverage and approximately the same impervious coverage as well as little or no impact to
stormwater runoff. A discussion took place regarding this proposed future building plan by Frederick Mennonite
Community. Mr. Young made a motion to recommend to the Board of Supervisors a waiver of the traditional land
development process for the construction of two sample cottages at the Frederick Mennonite Community contingent upon
the review of the Township Engineer, Township Planner and Township Zoning/Code Enforcement Officer. Mr. Wampole
seconded the motion and it passed unanimously.
Zoning
Amendments
Andre Lennertz, CH Planning, was
present and stated that the proposed zoning amendments are being considered by the Planning Commission. A
discussion took place regarding Section 1, impervious surface coverage and Section 3, parking space. Ms. Tallon will
look for comments from Mark John, Code Enforcement Officer, in this matter. This matter will be placed on the agenda
for the next regularly scheduled Board of Supervisors meeting on October 8, 2009.
CPVRPC
Andre Lennertz, CH Planning, was
present and stated that Tracy Tackett, Township Planner, attended the September 14, 2009 Regional Planning
Meeting. Mr. Lennertz also stated that the funding needs for 2010 were discussed at that meeting as well as a
new schedule setting the dates and times of the meetings for 2010. Mr. Lennertz stated that the transit study was
discussed at the meeting.

Mr. Wampole made a motion to adjourn
the meeting at 8:20 PM. Ms. Spahn seconded and the meeting was adjourned.
