Board of Supervisors Pre-Agenda

The Preagenda Meeting of the Upper Frederick Township Board of Supervisors was called
to order by the Vice-Chairman at 7:00 PM. Attending were Michael Frederick, Vice-Chairman; Peter Webster,
Supervisor; Jackie Tallon, Manager; and Sherry Zawada, Administrative Assistant.
Approval of Minutes
Mr. Webster made a motion to approve the Minutes from the June 4, 2009 Board of
Supervisors Preagenda meeting. Mr. Frederick seconded and the motion passed unanimously.
OLD BUSINESS
Sewer Issues

Proposed Municipal Plant

Act 537 Plan
Ms. Tallon stated that these matters will be placed on the agenda for the next
regularly scheduled Board of Supervisors meeting on August 13, 2009.
Perkiomen Crossing WWTP Upgrade

Almeida & Hudak Payment Application No. 6
Ms. Tallon stated that a payment release request has been received from Almeida &
Hudak concerning the Perkiomen Crossing Wastewater Treatment Plant. Ms. Tallon also stated that Rick Sacks,
Township Environmental Engineer, is reviewing this payment release request.

Plant Volume/Sump Pump Issue
Ms. Tallon stated that this matter is being reviewed by Mark John, Code Enforcement
Officer.
These matters will be placed on the agenda for the next regularly scheduled Board of
Supervisors meeting on August 13, 2009.
Perkiomen Crossing Water Pipe Failure
The matter will be placed on the agenda for the next regularly scheduled Board of
Supervisors meeting on August 13, 2009.
Perkiomen Crossing/Additional Parking Spaces
Ms. Tallon stated that the work by the contractor in this matter has been completed and
that an escrow release has been requested.

Riparian Buffer Ordinance
Ms. Tallon stated that the Riparian Buffer Ordinance has been advertised for adoption
at the regularly scheduled Board of Supervisors meeting on September 10, 2009.
Colonial Road Bridge
Ms. Tallon stated that the Colonial Road Bridge has been completed. The matter
will be placed on the agenda for the next regularly scheduled Board of Supervisors meeting on August 13, 2009.
Verizon FIOS Franchise Agreement
This matter will be placed on the agenda for the next regularly scheduled Board of
Supervisors meeting on August 13, 2009.
Tenancy Reporting Ordinance No. 2009-06
Ms. Tallon stated that the Tenancy Reporting Ordinance No. 2009-06 is scheduled to be
adopted at the regularly scheduled Board of Supervisors meeting on August 13, 2009.
Basketball Court at Township Park
Ms. Tallon stated that this matter could be worked into the budget for next year, with
the installation being completed during the first part of the year. The Board will consider putting this item
on next year's budget.

Wayland Park Trail

Meeting with Lower Merion Gun Club
Ms. Tallon stated that the representatives from the Lower Merion Gun Club have
indicated that they are agreeable to allowing Upper Frederick Township secure the property that they own next to the
Township property. This property will be appraised in the near future.
The matter will be placed on the agenda for the next regularly scheduled Board of
Supervisors meeting on August 13, 2009.
Fisher Road Project
Ms. Tallon stated that the engineered project will be put on hold and the road crew
will temporarily repair the bridge starting in early Fall, 2009 or after.

Supervisors meeting on August 13, 2009.
Special Events/Transient Merchants/Amusement Tax
Ms. Tallon stated that this matter is being looked into by David Allebach, Esquire,
Township Solicitor. Ms. Tallon also stated that information has been forwarded to the Board of Supervisors by
Mr. Allebach for review.
The matter will be placed on the agenda for the next regularly scheduled Board of
Supervisors meeting on August 13, 2009.
CPVRPC Amendment (9/10 advertise adoption)
Ms. Tallon stated that an amendment to the Regional Plan to include the transportation
and community character study is scheduled to be adopted at the regularly scheduled Board of Supervisors meeting on
September 10, 2009.
Computer Technicians for Township System
Mr. Young is looking into acquiring a network junior engineer and an assistant for the
Township in addition to Sam Duncan.
The matter will be placed on the agenda for the next regularly scheduled Board of
Supervisors meeting on August 13, 2009.
Woodland Road Overlay-Bid opening 8/13
Ms. Tallon stated that the bid packages are scheduled to be opened and read at the
regularly scheduled Board of Supervisors meeting on August 13, 2009.
Township Recycling Area
Ms. Tallon stated that Upper Frederick Township is in the process of contracting a new
company for recycling. Ms. Tallon also stated that containers from the new company will be arriving within the
next week.
Transfer only permits, ordinance amendment
Ms. Tallon stated that Mr. Allebach has prepared an ordinance amendment concerning
transfer only permits and that Mark John, Code Enforcement Officer, is in the process of reviewing this ordinance
amendment.

NEW BUSINESS
DARE Program
Ms. Tallon stated that a request for DARE Program funding has been received for the New
Hanover - Upper Frederick Elementary School and the Boyertown Junior High East School. The Board of
Supervisors stated that this request would be considered.
The matter will be placed on the agenda for the next regularly scheduled Board of
Supervisors meeting on August 13, 2009.
Act 32, EIT Collection Consolidation
Ms. Tallon stated that Act 32 amends the local tax act to consolidate the collection of
earned income tax on a countywide basis. Upper Frederick Township is included with Berks County due to the
fact that the majority of municipalities in the Boyertown Area School District are in Berks County. A delegate from
each municipality is required to attend committee meetings. Ms. Tallon also stated that Cindy O'Donnell, Upper
Frederick Township Treasurer, has volunteered to serve as the tax collection committee delegate. Mr. Frederick made a
motion to name Cindy O'Donnell as the tax collection committee delegate. Mr. Webster seconded this motion and it
passed unanimously.
Kwapisz Farm
Ms. Tallon stated that Montgomery County sent Upper Frederick Township a letter
concerning the Kwapisz Farm (Parcels 1 and 2) asking for a contribution from the Township towards the agricultural
easement purchase of these parcels. A discussion took place concerning this request. The matter will be placed
on the agenda for the next regularly scheduled Board of Supervisors meeting on August 13, 2009.
Proposed Zoning Amendments
Ms. Tallon stated that proposed amendments are being prepared for the Zoning
Ordinance. The matter will be placed on the agenda for the next regularly scheduled Board of Supervisors
meeting on August 13, 2009.
ADJOURNMENT
Mr. Frederick made a motion to adjourn the regular meeting at 7:28 PM and Mr. Webster
seconded the motion.
